The short answer
The honest answer is a checklist, not a yes: the purchase is the defensible kind when (1) your state is not on the restricted list (the state map is step one — seven states restrict the product or its category as of September 2026), (2) the vendor runs the verification standard (published batch COAs, honest labels, two-gate 21+, published legal posture — the 9-point checklist is the test), and (3) the order is documented (order record, batch number, tracking — the batch check completes it). Any restricted-state address fails condition one regardless of the other two.
What the conditions protect, and what they do not
The conditions protect the order’s position, not the buyer’s judgment about it, and the distinction is the whole answer. They protect the position in three ways: the state row is checked before the card goes in, so the purchase is made inside the map rather than against it (the shipping policy enforces the same check at checkout); the vendor row is checked against documents rather than claims, so the product is the verified kind (the evaluation framework is the method); and the documentation row is kept, so the record — pack, batch, report, date — is the buyer’s position when any question arises.
